Bait a little on the small side? Even 50 pound fish feed on small herring and sand eels. 

As in the larger Needlefish, a slow, steady retriever that undulates with the current is the most effective. A direct tie to your leader mono will increase its effectiveness, so resist the urge to burden this offering with snaps and swivels.  Experiment with tempo of the retrieve as this lure can be fished very slow or very fast.
